Unknown Boy in a Bowler Hat

Found a very blurry photo of a boy in a bowler hat among photos my grandmother had. From the collection of photos, I am guessing the date is sometime between 1910-1920. No idea who he is. When looking for inspiration, this unlikely candidate presented itself. I thought that the blurriness made it all the more interesting, particularly since people are not a strong area for my skill set.
